On 16 November Hungary and Poland blocked the adoption of the EU’s €1 074 billion multi-annual budget and the €750 billion post-covid recovery package. 

Budapest and Warsaw refuse to make the payment of European funds conditional on respect for the rule of law, as the Twenty-seven negotiated should be the case from 2021 – something that Hungarian Prime minister Viktor Orbán has always refused.
