After long weeks of negotiations,  on 9 December the EU-27 adopted the block’s multi-annual budget for 2021-2027 and the post-coronavirus recovery plan. The agreement came after a compromise was reached with Hungary and Poland on how the granting of EU aid is conditional on respect for the rule of law.

Accused of several breaches of this principle, Budapest and Warsaw feared that this conditionality, already approved by the other 25 member states and the European parliament, would be used politically against them.
